Sign the petition to tell East End Homes that tenants expect a water refund


We the undersigned are calling on East End Homes to

– make residents aware of their right to claim a refund

– provide support to residents to calculate what is owed to them

– ensure that every single penny that is owed to residents is given back to them since EEH took over the contracts

When East End Homes was incorporated in 2002, it took on responsibility for managing some council homes. As part of this, it took on agreements with Thames Water, which required EEH to collect water and sewage charges on behalf of Thames Water, from unmetered residents.

Thames Water calculated each bill, and EEH passed the bill on to tenants and collected payment along with rent. Thames Water allowed EEH a discount for empty properties and paid them a small commission.

Because the benefit of the commission and empty property discounts received by EEH was not passed onto residents in the form of lower water charges, residents paid the same as if they had paid Thames Water directly.

This was standard practice across social housing providers at the time. Other Housing Associations, such as L&Q and Tower Hamlets Homes, have decided to refund the current and former residents who overpaid during this period, with interest.

EEH is not informing residents that they can claim, is limiting the time period which they will refund and is only refunding in to tenants rent accounts.

We think this is a scandal.
